What Is A Permalink?:

Permalink is name given in your MSN Space for the URL or web address of your blog entries. You will need your blogs URL/Permalink if you want to link blogs together or add a blog into a custom list.

How to find your blog's URL/Permalink:

Publish your blog entry
Go to Preview Mode by Clicking "Preview My Space"
Find the Blog that you want to link. At the bottom of all your blog it will look something like this when you are in Preview mode:
Then Click "Permalink" to show the URL/Permalink code for the blog.
Right Click on the Permalink code and Click "Copy Shortcut"
You then Right Click and Click "Paste" the code to create links back to the blog that you have copied the permalink from.
Done!
